Abstract
The objective of this study is to examine the regulations governing the use of QRIS as an innovation in Indonesia's payment system by Bank Indonesia, as well as to comprehend how this policy is implemented in business development and MSME activities. The normative juridical approach with a legal history perspective is utilized in this research, employing analytical descriptive analysis. The study's findings reveal the significant impact of Bank Indonesia's QRIS policy on the growth of Indonesia's digital economy, particularly for Micro, Small, and Medium Enterprises (MSMEs). Despite being introduced through the Regulation of Members of the Board of Governors (PADG) on the Implementation of QRIS, there are still several roadblocks to its implementation, such as a lack of comprehension and awareness among commercial banks and merchants, as well as overlapping regulations between PADG and other Bank Indonesia Regulations (PBI). To enhance the effectiveness of QRIS regulations, there is a need to streamline regulations, conduct stronger outreach efforts, and update PBI to create more concise and effective regulations. The successful implementation of the QRIS policy in Indonesia hinges on reinforcing regulations, extending outreach, and providing assistance to users for their effective utilization of technology, promoting inclusive and sustainable digital economic growth in the country.
