Abstract
This research examines the impact of the COVID-19 pandemic on Indonesia's national economy, especially in the context of increasing plastic waste and medical waste. The main focus of the research is post-pandemic economic recovery efforts through the application of the circular economy concept. The circular economy is expected to reduce the environmental impact of new habits required during the pandemic. This research explores the readiness of national legal instruments and Indonesian government policies to encourage a circular economy. The research method used is a normative juridical legal method with a statutory and conceptual approach. The research results show that national legal instruments in principle include provisions that support a circular economy, but more detailed technical regulations are needed. Apart from that, government policies have encouraged the implementation of a circular economy, especially regarding waste management. This research also recommends the preparation of a National Circular Economy Action Plan to operationalize this policy more concretely and strategically. The theoretical and practical implications of this research open up opportunities for further research, especially empirical research with a socio-legal study approach, and emphasize the importance of stakeholder participation in policy formulation to ensure effective implementation.
